The Office of the Commissioner of Labour, Chennai, has officially revised Tamil Nadu minimum wages through notification No. Z3/3459/2026, dated 18 February 2026. The revised Dearness Allowance (DA) and minimum wage rates are applicable to employees in Shops and Commercial Establishments as well as workers across 70 plus scheduled employments notified under the Minimum Wages Act, 1948. All revised rates are effective from 1 April 2026 and will remain valid until 31 March 2027. Every employer operating in Tamil Nadu must apply the correct zone-wise rate immediately, as paying even one rupee below the notified rate constitutes a violation of the Minimum Wages Act.

This guide covers the complete Tamil Nadu minimum wages structure for 2026, zone definitions, how DA is calculated, the full rate table for Shops and Commercial Establishments, sector-wise DA rates, and what employers must do to stay compliant.

How Tamil Nadu Minimum Wages Are Structured

Tamil Nadu follows a two-component wage structure under the Minimum Wages Act, 1948. Every employee’s minimum wage consists of a Basic Wage and a Variable Dearness Allowance (DA). The Basic Wage is fixed by the government through gazette notifications for each scheduled employment and varies by role and zone. The DA component adjusts annually based on the average Consumer Price Index (CPI) for the calendar year, calculated by the Commissioner of Labour.

Specifically, for the April 2026 revision, the DA calculation uses the average CPI of Chennai City for the calendar year 2025. The average points for 2025 stand at 344 under the 2001-100 base series, 1703 under the 1982-100 base series, and 8600 under the 1960-100 base series. The DA rate applicable to each scheduled employment depends on its base year and the rate of dearness allowance per point notified in the original gazette order for that sector.

Moreover, Tamil Nadu divides its territory into four wage zones. The zone in which an employee works, not the zone where the employer is registered, determines which rate applies. Consequently, a company headquartered in Chennai but running a branch in a municipal town must apply different basic wages for each location.

Zone Classification Under Tamil Nadu Minimum Wages

Tamil Nadu uses a four-zone classification that every employer must apply based on the location of the establishment where work is performed.

Zone Coverage
Zone A All Corporations and Special Grade Municipalities. This includes Chennai, Coimbatore, Madurai, Salem, Tiruchirappalli and other major city corporations.
Zone B All Municipalities other than Special Grade Municipalities. These are town-level municipal bodies across the state.
Zone C All Townships, Town Panchayats and Cantonments. These are semi-urban settlement areas governed by town panchayats.
Zone D All places other than those mentioned in Zones A, B and C. This covers rural areas and villages not falling under municipal governance.

Additionally, the daily wage rate is calculated by dividing the total monthly wage by 26, which represents the number of working days in a month for purposes of this calculation. Therefore, the formula is: Daily Rate = Total Monthly Wage divided by 26.

CPI Points Reference for DA Calculation Across Base Years

Different scheduled employments use different base years for their DA calculation. Consequently, the increase in points and the resulting DA amount varies by sector even though they all use the same average CPI for 2025. The following table provides the reference data for all base years used in Tamil Nadu, which helps payroll teams verify DA calculations independently.

Base Year Average CPI 2025 Increase in Points (for VDA) Common Sectors Using This Base

Key Rules Employers Must Follow for Tamil Nadu Minimum Wages Compliance

Apply the Zone of the Workplace, Not the Head Office

The correct zone is determined by where the employee physically works, not where the company is registered or where the head office is located. Therefore, a Chennai-headquartered company with a branch in a municipality must apply Zone B rates for employees at that branch. Many employers make the error of applying Zone A rates to all employees because the principal office is in Chennai. Consequently, this creates systematic underpayment that becomes visible during labour inspections.

The DA Revision is Annual and Mandatory

Tamil Nadu revises the DA component annually based on the previous calendar year’s CPI average. The current revision covers the period from 1 April 2026 to 31 March 2027. Employers must apply the revised DA from 1 April 2026 in their April payroll without delay. Furthermore, the note in the official notification states explicitly that DA shall be revised as and when the government notifies the revision of minimum wages. Waiting for reminders from the labour department is not an acceptable approach.

Use the Correct Sector-Specific DA for Your Industry

Each scheduled employment carries a different DA rate per point and uses a different base index. Therefore, applying the Shops and Commercial Establishments DA of Rs. 7,353 to a hotel, a hospital, or an automobile workshop would be incorrect. Moreover, some sectors calculate DA per day rather than per month. Employers must verify which scheduled employment their business falls under and apply the corresponding DA from the official notification.

Contract Workers Also Qualify for Minimum Wages

The Minimum Wages Act applies to all workers in scheduled employments regardless of employment type. This includes permanent employees, contract workers, casual workers, and piece-rate workers. Principal employers carry liability for ensuring that contractors deploying workers at their premises pay at least the applicable minimum wage. Additionally, where contract workers are paid below the notified rate, the principal employer can be held jointly liable under Tamil Nadu labour rules.

Maintain Statutory Wage Registers

The Minimum Wages Act requires employers to maintain a register of wages in the prescribed form, showing each employee’s designation, zone, basic wage, DA, total wage, and deductions. Labour inspectors verify this register during inspections. Employers who cannot produce this register face penalties independent of whether wages were actually paid correctly. Therefore, maintaining accurate, up-to-date wage registers is as important as paying the right rate.

⚠️ Penalties for Tamil Nadu Minimum Wages Non-Compliance

Paying below notified minimum wages: Arrears for the full underpayment period plus penalty
Applying wrong zone rate: Treated as systematic underpayment across all affected employees
Using old DA rate after April 2026 revision: Non-compliance from 1 April 2026
Not maintaining prescribed wage register: Separate penalty during inspection
Applying Shops and Establishments DA to a different scheduled employment: Underpayment liability
Contract workers paid below minimum by contractor: Principal employer also held liable
Tamil Nadu enforces minimum wage compliance actively through labour inspections. The obligation to know and apply the current rate rests entirely with the employer.

Frequently Asked Questions About Tamil Nadu Minimum Wages

How often are Tamil Nadu minimum wages revised?

The DA component of Tamil Nadu minimum wages is revised annually, effective from 1 April each year, based on the average Consumer Price Index of Chennai City for the preceding calendar year. The Basic Wage component is revised separately through fresh gazette notifications for each scheduled employment, which can happen at different intervals for different sectors. Consequently, employers must track both types of revisions: the annual DA notification and any sector-specific basic wage revision that may come through the year.

What is the minimum wage for a shop assistant in Chennai in April 2026?

A shop assistant working in Chennai, which falls under Zone A as a corporation, must receive a total minimum wage of Rs. 14,044 per month from 1 April 2026. This comprises the basic wage of Rs. 6,691 plus DA of Rs. 7,353. The corresponding daily rate is Rs. 540.15 per day (total monthly divided by 26).

Which zone does Coimbatore fall under for Tamil Nadu minimum wages?

Coimbatore is classified as a Corporation and therefore falls under Zone A for Tamil Nadu minimum wage purposes. Therefore, all employees working within Coimbatore Corporation limits must receive Zone A rates. However, establishments in the Coimbatore metropolitan area that fall outside the Corporation boundary, such as those in surrounding municipalities or town panchayats, must apply Zone B or Zone C rates accordingly.

Does the Tamil Nadu DA revision apply to all industries equally?

No. The DA revision applies to all scheduled employments notified under the Minimum Wages Act, but the DA amount differs by sector. Each scheduled employment has its own DA rate per CPI point, its own base year, and therefore its own total DA amount. For example, the Shops and Commercial Establishments DA stands at Rs. 7,353 per month, while Auto Rickshaw and Taxis carries Rs. 13,066 per month, because these sectors use different base indices and DA rates. Employers must apply the DA specific to their sector, not a general figure.

What happens if my company’s existing wages are already higher than the minimum wage?

Employees already receiving higher wages continue at their existing rate. The minimum wage is a floor, not a ceiling. Therefore, paying more than the minimum wage does not create any compliance issue. However, employers must still ensure that the payslip structure correctly reflects the basic wage and DA components as notified, because incorrect component labelling during an inspection can still attract scrutiny even when total pay exceeds the minimum.
